Overview of Build America, Buy America Act (BABAA) Requirements for USDA Projects

The Build America, Buy America Act (BABA), enacted on November 15, 2021, as part of the Infrastructure Investment and Jobs Act, ensures that federally funded infrastructure projects prioritize goods, products, and materials made in the United States. This requirement applies to all iron, steel, manufactured products, and construction materials used in these projects.

Chameleon Lighting qualifies for the BABA program, with many of our fixtures meeting BABA standards. Customers can easily identify compliant products by looking for the BABA logo on our product pages. This ensures that your project can align with federal guidelines for domestic manufacturing and procurement.

The USDA, working with the Office of Management and Budget (OMB) and its Made in America Office, ensures compliance with BABA. Since May 14, 2022, all new USDA financial assistance awards and amendments to existing awards must include a BABA preference in their terms and conditions, as required by section 70914 of the Act. OMB Memorandum M-22-11 offers further guidance on these requirements, including example terms for award contracts.

BABA Guidance and Resources

To help customers determine if a project is subject to BABA and how to document compliance, a customer guide is available. It also outlines the role of BABA in supporting domestic manufacturing and includes a Spanish version. Learn more about Build America, Buy America here .
